Philemon Kandie Resigns: A New Chapter for KeRRA Leadership

Eng. Philemon Kandie has resigned from his position as the Director General of the Kenya Rural Roads Authority (KeRRA), a decision announced by the Chairperson of the KeRRA Board of Directors, Anthony Ng’ang’a Mwaura. Kandie submitted his resignation on Friday, prompting the Authority to appoint Eng.

Jackson K. Magondu, who previously served as the Director of Planning, Design, and Environment, as the acting Director General effective July 11, 2025. Mwaura expressed gratitude for Kandie’s significant contributions to the Authority during his tenure. This resignation follows a recent petition filed in the High Court, which sought Kandie’s removal due to allegations of his involvement in financing and orchestrating violent protests across the nation in June 2025.

The petitioner, Wahome Mucunu, described himself as a concerned citizen advocating for constitutional governance, claiming that Kandie misused his official position to divert state funds through various shell companies and contractors associated with KeRRA to support a campaign allegedly led by former Deputy President Rigathi Gachagua.

The petition detailed the chaos resulting from the protests, including violence, property damage, disruption of public services, economic sabotage, injuries, and fatalities, arguing that these actions, disguised as political dissent, were in fact criminal activities that threatened national stability. Kandie, who was appointed under a five-year contract set to last from April 13, 2022, to April 12, 2027, indicated that his final working day would be October 10, 2025, although he will commence a 45-day annual leave starting July 14.

“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority giving a notice of 3 months effective 11th July 2025 with my last day of employment being 10th October 2025. I wish to proceed on my 45 days’ annual leave during the period of my notice effective 14th July 2025,” he wrote in the letter to Mwaura.

“I am committed to ensuring a smooth transition during this period and take this opportunity to express my sincere gratitude to the Board of KeRRA for the support and incredible journey throughout my tenure.”
