City Lawyer and Politician : The Sh 62M Fraud Scandal

Lawyer Michael Otieno Owano and politician Emmanuel Charles Osore have been arraigned in court following allegations of involvement in a Sh 62 million fraud scheme.

They are accused of deceiving an Israeli national, Cohen Oshry, by falsely claiming they could secure a lucrative tender from the Ministry of Defence for the supply and installation of a GSM offensive system.

The charges were presented before Milimani Magistrate Gilbert Shikwe, where both Owano and Osore pleaded not guilty to the accusations. According to the charge sheet, the pair allegedly conspired to misappropriate USD 400,000, which is equivalent to Sh 62 million, from Oshry.

Court documents reveal that the defendants engaged in document forgery to create misleading representations, leading the prosecution to present a compelling case against them for their pursuit of illicit profits.

Despite the gravity of the allegations, Owano and Osore were granted bail under strict conditions. Owano’s release was secured with a bond of Sh3 million or a cash bail of Sh400,000, while Osore was released on a bond of Sh5 million or a cash bail of Sh500,000.
