Activist Francis Awino has initiated legal action against Captain William Ruto, the Managing Director of the Kenya Ports Authority (KPA), amid serious allegations of corruption linked to a contentious Sh31.2 billion contract awarded to the Japanese construction firm Toa Corporation for the development of the Mombasa Special Economic Zone.

In a petition submitted to the High Court in Mombasa, Awino, who leads the civic group Bunge la Mwananchi, accuses Ruto of breaching constitutional provisions and engaging in procurement practices that undermine transparency and accountability within the agency.

Awino’s petition, filed on July 3, highlights a pattern of corruption, procurement irregularities, and misuse of authority under Ruto’s management. The focus of the allegations centers on the contract awarded to Toa Corporation, which was financed through the Japan International Cooperation Agency’s (JICA) Official Development Assistance loan program.

The petition asserts that the procurement process was marred by collusion, misuse of discretion, lack of transparency, and the unwarranted exclusion of local expertise and oversight, raising serious concerns about the integrity of the project.
